1. Heat oven to 425 degrees F. Place garlic in food processor and process until chopped. Add parsley, thyme, pepper and 1/2 teaspoon salt and Process until chopped. Press herb mixture evenly onto all surfaces of beef.
2. Place roast on rack in shallow roasting pan. Do not cover or add water. Roast 30 to 40 minutes for medium-rare doneness.
3. Remove roast and transfer to carving board. Tent with foil for 15 minutes.
4. Meanwhile, combine mandarin oranges, red onion, mint, olive oil, lime juice, ginger and < teaspoon salt in small bowl.
5. Carve roast across the grain into thin slices. Serve with salsa.
