1. Set grill or grill pan to medium-high. Cook orzo according to package directions. Chop tomatoes and place in a large bowl; add oil and vinegar.
2. Finely chop mint and add to another large bowl, reserving 1 tablespoon mint. To bowl, add garlic and onion. Stir until well combined. Add beef and season with salt and pepper. Gently mix to combine. Form into 8 patties.
3. Grill beef patties until cooked through, about 2 minutes per side.
4. Add cooked orzo to bowl with tomatoes. Toss to combine. Season with salt and pepper to taste. Divide orzo mixture among 4 plates. Top with beef patties. Dollop with tzatziki. Garnish with reserved 1 tablespoon chopped mint.
