Preheat oven to 350 degrees F. Line a rimmed baking sheet with parchment. Using a serrated knife, cut buns into 1" pieces. In a medium bowl, gently toss bread with 1 tablespoon oil and garlic powder. Season with salt and pepper. Spread bread onto prepared baking sheet. Bake bread until lightly browned, 15 minutes, tossing halfway through. Let cool.
In a 12" skillet, heat remaining 1 tablespoon oil over medium-high. Add beef and season with salt and pepper. Cook until browned, 8 to 10 minutes, stirring and breaking up the meat with a wooden spoon. Spoon off any excess fat.
Meanwhile, in a small bowl, whisk ketchup, mayonnaise, relish and vinegar. Season with salt and pepper. Tear lettuce into bite-size pieces. Divide lettuce among 4 shallow bowls. Spoon beef over lettuce. Top with cheese, tomatoes, pickles and croutons. Drizzle sauce over salads.
