1. Melt butter in a medium saucepan over medium heat. Add rice and cook, stirring frequently, until rice begins to turn translucent and smell lightly toasted, about 5 minutes.
2. Stir in water, salt, cinnamon stick, and bay leaf and bring to a simmer. Reduce heat to low, cover, and simmer until liquid is absorbed and rice is tender, about 14 minutes.
3. Discard bay leaf and cinnamon stick, fluff rice with a fork, and serve.
