1. Place potatoes in a large pot and add enough cold water to cover by 2", then season generously with salt. Bring to a boil over medium-high, then reduce heat to medium and cook until potatoes are very tender, 20 to 30 minutes.
2. Drain potatoes, then return to pot and mash until smooth. Stir in milk, butter, soy sauce, maple syrup, garlic, and scallions and season with salt and pepper to taste. Sprinkle with more scallions just before serving.
