1. Place a rack in upper-middle of oven and heat to 400 degrees.
2. Grease a 9x13" baking dish, then add water, couscous, bell pepper, salsa, scallions, 3/4 teaspoon salt, and 1/4 teaspoon pepper. Cover tightly with foil and bake 20 minutes. Meanwhile, pat salmon dry with paper towels and season evenly with rub. Lightly coat salmon and broccoli florets with cooking spray and set aside.
3. Carefully remove baking dish from oven. Stir couscous mixture well, then nestle salmon in mixture and arrange broccoli around fish. Return to oven and bake, uncovered, until salmon is cooked through and broccoli is tender, 15 to 20 more minutes. Divide salmon, broccoli, and couscous among plates and serve.
