1. Use a wooden mallet or rolling pin to smash cucumbers until flattened. Chop and place in a colander set over a bowl. Toss with a big pinch each of salt and sugar and drain 15 minutes.
2. Meanwhile, in a large bowl, whisk lemon zest and juice with oil, garlic, and red pepper flakes. Add cucumbers and basil and toss; season with salt and pepper to taste and serve.
