1. In a medium bowl, whisk together eggs, water, salt, and pepper. Stir in chives.
2. In a large nonstick skillet, heat oil over medium heat. Add egg mixture. Cook 3 minutes, stirring occasionally. Stir in Cheddar; cook until cheese has melted and eggs are cooked but still shiny and moist, 1 to 2 minutes.
3. Remove from heat and serve immediately.
