1. Center a rack in oven and heat to 425 degrees. Line a baking sheet with parchment paper.
2. Arrange cauliflower and sausage on one side of prepared baking sheet and bread and onion on the other; drizzle all over with 1/4 cup marinade, sprinkle with rosemary, and season with salt and pepper. Gently toss sausage and cauliflower to coat with marinade, followed by bread and onion, making sure to keep two mixtures separate on baking sheet.
3. Bake 15 minutes, then remove baking sheet from oven and stir ingredients, keeping two mixtures separate. Continue to bake until cauliflower is tender, sausage is cooked through, and bread is crisp, about 15 more minutes. Cool 5 minutes.
4. Whisk remaining 1 tablespoon marinade and the water in a large bowl. Add bread mixture and arugula and gently toss to combine. Transfer to plates and sprinkle evenly with Parmesan. Divide sausage mixture evenly among plates and serve.
