1. Bring a large saucepan of water to a boil. Fill a medium bowl with ice water. Add basil and mint to saucepan and cook for 5 seconds. Using a slotted spoon, transfer herbs to ice water. Add peas to saucepan and cook for 1 minute; transfer to ice water and let sit until chilled. Drain peas and herbs and transfer to a blender along with garlic and lemon juice.
2. With blender running, add oil in a steady stream and puree until mixture forms a smooth paste; season with salt and pepper to taste.
