1. Heat oil in a large saucepan over medium-high heat. Add cabbage and saute until it begins to wilt, about 3 to 4 minutes.
2. Add brown sugar, tossing to mix. Add vinegar and water and bring mixture to a low boil, stirring occasionally. Reduce heat, cover, and simmer, stirring occasionally, for 30 minutes.
3. Add apples, salt, and pepper and continue to simmer, uncovered, stirring occasionally, until almost all the liquid hasevaporated and the cabbage is very tender,about 10 to 15 minutes more. Serve warm or at room temperature.
