1. In a medium bowl, gently toss together grapefruit and orange segments, sugar, and salt and let sit for 15 minutes. Set a colander over a large bowl and drain citrus. Reserve 1/4 cup drained juice and set citrus segments aside.
2. Add shallot, mustard, pepper, and reserved juice to now-empty large bowl. Whisking constantly, slowly drizzle in oil. Add radicchio, arugula, almonds, dried cherries, and reserved citrus segments and toss gently to combine.
